MISSION
To build the capacity of Provincial government, Municipalities, NGO's, CBO's, Traditional Authorities and Support Organizations in order that they support the People's Housing Process.

PEOPLE'S HOUSING PROCESS REVIEW
- To review the implementation of the People's Housing Policy and its impact
- Document and share lessons learned

RECOMMENDATIONS
- With the stakeholders, including provincial and local government, beneficiaries, CBO's and NGO's the DOH must embark upon a review of the PHP policy
- The PHP policy needs to reflect the fact that the main challenge of the PHP is not necessarily technical and administrative, but social
- The policy must be based on the understanding that the main benefits of the PHP arise from allowing beneficiaries to make choices about, and exercise control over, the housing process.
- The policy must address the seeming contradictions between the PHP and the new Procurement Policy
- The National Home-Builders Registration Council (NHBRC) must not bring PHP into its regulatory ambit
- Separate financial protocols must be negotiated so that Provincial and Local Government can handle subsidies differently in order to maximize take-up beneficiaries, so as to ensure efficient and effective application to housing delivery through the PHP.
