1. INTRODUCTION

The Expanded Public Works Programme has been identified as a strategic intervention that must be designed to rnake a significant contribution to reducing unemployment and providing livelihoods for the poor, women, youth and people with disabilities. On the 14th February 2003,

President Thabo Mbeki reiterated government's commitment regarding the value and significance of the expanded public works programme as a viable mechanism to bridge the gap between the first and the second economies of this country.

The Expanded Public Works Programme was Nationally launch by the State President at Giyani Limpopo Province on 18 May 2004. In the Province of KwaZulu-Natal the programme was launch by the Deputy President on the 28 September 2004 Ndwedwe area.

2. OBJECTIVES

The EPWP has three main objectives, namely:

2.1. Ability to earn an income

To enhance the ability of workers to earn an income, either through the labour market or through entrepreneurial activities.

2.2. Work Experience

To provide unemployed people with work experience.

2.3. Training and Skills Development

To provide education, on-the-job training and skills development programmes to the workers.

3. THE SCOPE OF DEPARTMENT OF PUBLIC WORKS KZN

3.1 ASISEBENZE KUGUG’IFOSHOLO POVERTY ALLEVIATION PROGRAMME.

This programme is being implemented by both Independent Development Trust (IDT, and the Department of Works)

3.1.2. Targeting

(a) Geographic targeting

The Department of works will identify priority areas that will be considered for funding. The areas will be spread in all the various District and Metropolitan Municipalities in the province. The allocation of funding will be based on the objectives of the programme.

(b) Social targeting

The social targeting groups of the programme will include women (especially those that are heads of households), the youth and people with disabilities. In the line with other programmes within the Department, the following social targets will be pursed, namely: Women-50%, Youth-2l%, People with Disabities-2%

These targets will be monitored very closely by the programme management team to ensure that they are met.

3.I.3 Types of Projects

Types of projects that will be considered for inclusion in this programme include construction, maintenance, environmental management, basic household survival, and water and sanitation projects. These are detailed below as:

3.2. Labour Intensive Public Works Programme

The aim of the programme is to ensure that contractors carry out projects highly labour intensively and cost effectively and to ensure that employment conditions for workers on these projects are protected.

3.2.1 Selection of Projects

The selection of projects will be in line with the document on "guidelines for the implementation of Labour Intensive Infrastructure projects under the Expanded Public Works Programme (EPWP)

The type of infrastructure which is suitable for construction using labour intensive methods includes;

Social Targeting

The Department of Works EPWP projects will target the unemployed and marginalized, able and willing to work, largely unskilled, people who are not receiving social grants, rural and urban poor, men and women and the youth. The social targets for the programme will be in line with the targets as set by the Code of Good Practice for Special Public Works Programmes, namely: 60% women, 20% youth -(between 18 and 25 years) and 2% people with disabilities.

3.2.5 Capacity Building implementation

(a) Required skills for the programme

NQF7 all managers and professional by 31/10/2004

- Middle management (technical) e.g. works inspectors by 31/10/2004

- Middle management administration by 31/10/2004

 

(b) Consultants

The person responsible for the design and documentation of the labour intensive works, must have completed, or be registered on a skills programme for, the NQF level 7 units standard "Develop and Promote Labour Intensive Construction Strategies.

(c) Contractors

For established contractors, the site agent/ manger (i.e. the contractors' most senior representative that is resident on the site) must have completed, or be registered on a skills programme for the NQF level 5 units standard "Manage Labour - Intensive Construction Projects". For emerging contractors, the emerging contractor himself or herself must have completed, or be registered on a skills programme for the NQF level 2 unit standard.

For both established and emerging contractors, all other site supervisory staff (i.e. team leaders or foreman) must have completed, or be registered on a skilled programme for, the NQF level 2 unit standards or NQF level 4 unit standards.

3.2.6 Funding

(a) The Department of Works provides the _necessary infrastructure to Provincial client Departments to enable them to deliver in terms of their mandates. Currently the value of projects to be executed in this financial year by the Department of Public Works totals approximately R960 million.

(b) One third (⅓) of R960m for the next financial year, which will be approximately R320m for EPW P This budget will increase to approximately RI, 2 million in 2005/6 financial year on infrastructure.

(c) The Department is targeting one third (⅓) of the infrastructure budget to be used on labour intensive method instruction (EPWP)

3.2.7 Institutional arrangements

Provincial steering committee (PSC)

Provincial Steering Committee (PSC) is responsible for the coordination of the Provincial EPWP effects. The department of Public Works is a member of the PSC.

3.2.8. Department Programme Management Capacity.

The Department has a business unit responsible for the implement Public Works Programme. This business unit is represented at Head Office and has sub units in all our four regions. The unit will need to be fully capacitated in order to function effectively.
