General Overview

· IBSA agreed to more than double trade flows by 2007, from current total trade of US$4,6 billion to US$ 10 billion

· Convergence between current trade negotiations between IBSA countries and their regions:

- Brazil-Mercosur

- Civil Engineering & Project Management, Roads, Airports, Ports, Energy, Telecommunications, Internet

New Delhi Plan of Action

The initial work on the sectoral working groups was started in Brasilia during the Senior Officials Meeting. In this regard several sectoral working groups were established to advance co-operation in areas of mutual interests. The following working groups were convened:

A meeting of ministers of trade and industry is being planned to discuss and agree on parameters for the development of

an lBSA free trade area (FTA).

to the outcomes of the 1st phase of the World Summit on Information Society. Follow up meetings

for exchange of experiences and best practices are being envisaged.

· Working Group on Science and Technology

· The working group agreed on the establishment of a trilateral working group to formulate a detailed

programme of action and meet regularly to review progress of implementation. The Indian Minister

of Science and Technology has subsequently invited his SA and Brazilian counterparts for a

Trilateral Ministerial Working Group. The Department of Science and Technology is seized with the

matter.

· South Africa has also offered to host a science and technology implementation meeting, to be held

in conjunction with the South African Science and Technology Fair, which will take place in

Johannesburg during November 2004.

New Delhi Agenda for Co-operation

· The negotiation of the text was more of a consultative nature. Whilst the base text was prepared by India, the contents were adjusted during the consultations. The document also reflects the Ministers had in camera. A separate working group was established to finalise the Terms of Reference for the operationalisation of the IBSA Fund as the structure of the planned Seminar on Economic Development with Social Equity.

IBSA Facility for Poverty and Hunger Alleviation: Terms of Reference

· Following the launch of this Fund in September 2003, the UNDP together with the IBSA Missions in New York have been involved in a process of designing Terms of Reference for the operationalisation of the Fund.

· Outstanding issues were clarified in NY with the UNDP and the UNDP was given a go ahead to operationalise the Fund. The three countries have appointed their senior officials to serve in the Board of Directors of the Fund, with the UNDP as ex-officio member. The Board of Directors is responsible for setting the strategic direction of the Fund. First project being developed is the Guinea-Bissau Agricultural and Livestock Development Project, which would focus on:

- Rice Production

- Diversification of Horticulture

- Improvement of short-cycle livestock herding

- Improved domestic value-addition in the cashew sector

- The objective of the Seminar as described by Brazil is to enhance mutual knowledge in the social and economic arena, taking advantage of the expertise available in the academic and government spheres.

- It was agreed that the Seminar's focus should be on an exchange of experiences of the three countries in the implementation of the Millennium Development Goals. It was also agreed that the Seminar should build on the Meeting of Ministers of Planning, which took place in January 2004. Minister E Pahad from the Presidency represented South Africa at this meeting. The Seminar will take place from 2-5 November 2004 in Rio de Janeiro.

- It is envisaged that Speakers for the Seminar will be drawn from the three countries. It was agreed that a co-ordination committee comprising representatives of the three countries would have further consultations in India on the issue.

- The SA Dept of Social Development is working closely with DFA on the issue. They have already commissioned the papers looking at SA's experience with MDG's.
