NSDS Strategic Objectives and Success Indicators:
- Developing a culture of high quality lifelong learning,
- Fostering skills development in the formal economy for productivity and employment growth;

Lessons & challenges as we move from NSDSI to NSDS II
- Measuring numbers of direct beneficiaries and programmes is insufficient
- Focussing on the benefits to be enjoyed by beneficiaries, i.e. impact indicator, is very complex.
- Skills development is but just one input, and there are a range of other factors that influence the final outcome.
- Addressing the efficiency and effectiveness aspects of skills delivery
- Expanding the role of National, Provincial government, public education and training institutions
