b. CHAIRPERSON’S OVERVIEW

In 2003 the Committee devoted considerable time to two major and initially very contentious Bills, the National

Port Authority Bill and the Road Accident Fund Amendment Bill. Through a protracted series of public hearings

the Committee was able to make an active contribution to re-conceptualising and re-drafting the Bills. This

involved, in both cases, sending the drafts back to government and then re-convening further hearings. The

Committee also conducted oversight work in regard to the National Department of Transport and several

transport related public entities.

A persisting challenge in this regard is the institutional complexity of key transport parastatals falling under the

Department of Public Enterprises. The Committee tabled several reports, including on our oversight of the Maputo

Development Corridor. Transport includes both freight and passenger transport, and it includes logistical and safety

issues, as well as a variety of modes- rail, road, air and sea. It is a vast area whose centrality to transformation has

only really been appreciated in the public debate in the latter years of the first decade of freedom, I believe that,

through our interactions with government in all three spheres, parastatals, and an array of private sector and civil

society formations we have contributed to promoting transport a little more up the national agenda.

To ensure a safe, affordable, accessible public transport for all the people of South Africa, multi-modal transport and transport infrastructure that contribute actively to the overall growth and development of our economy, and to the development of our region and continent.

To promote an active multiparty structure that will contribute to the above mission by engaging effectively

with

agencies that fall under the National Transport budget.

e. OBJECTIVES

 

To contribute to the above vision by ensuring that, before the end of the current parliament term in 2004,

      • The Committee embarked on a fact- finding mission in the Western Cape and Gauteng Provinces in order to investigate Safety in Railways on 15 September 2003.
      • The Committee also visited RAF Head Offices in Pretoria and Claims Handling in Johannesburg on 18 November 2003.
      • Oversight inspection based on fact –finding on South African side of Maputo Corridor, which took place on 4 August to 7 August 2003, the Committee visited tollgate systems, weigh-bridge operations, Komatipoort customs control.

      1. OUTSTANDING ISSUES

      • The Road Accident Fund Amendment Bill has not been completed in the Committee stage. The Committee has tabled a separate report on this.
      • The Committee has commissioned research through the Parliamentary Research Unit on the socio-economic profile of the minibus industry. This research will only be commenced in the coming months.
