Role of Committee

The role of this Committee is to ensure that appropriate accommodation, housing, land and infrastructure needs of national departments is met, as well as rendering associated support to manage the poverty alleviation programme and to promote the transformation of the construction industry

The Committee exercises oversight over

LEGISLATIVE WORK

As part of its legislative work, hearings are held on Bills. Hearings on the Property Agency Bill and consideration of report on the hearings forms a significant portion of the Committee’s work. The following legislation have been considered by the Committee in 2000:

OVERSIGHT

As part of its oversight activities, visits will take place to the Independent Development Trust, Agreement Board, Council for Built Environment and Construction Industry Development Board in Limpopo and Gauteng.

BRIEFINGS

The Department will brief the Committee on the Expropriation Bill.

PUBLIC PARTICIPATION

Public hearings will be conducted regarding the Expropriation Bill once it is introduced to the Committee.

Motivation for TRIPS TO BE UNDERTAKEN in 2003

The following trips form part of follow up visits to Departments and statutory institutions and the Committee will ensure that effective use is made of resources in order to achieve its outcome on the implementation of legislation passed and oversight on statutory bodies as well as implementation of poverty alleviation programmes.

International Trips

With regard to the poverty alleviation programme, and in line with the State of the Nation Address by the Honourable President, the Committee feels that comparative study of programmes in countries similar in nature will benefit the South African poverty alleviation programme.

The Committee plans to schedule this trip during the Committee dedicated period, from 30 June to 09 July 2004/05.

The expected outcomes of this trip are:

To make recommendations to the Department of Public Works to:

  1. Roll out the programme of job creation to grassroots level as similar to Chinese model.
  2. Increase economies of rural areas by ensuring rural communities participate in community-based projects such as in vegetable production in large scales and be able to sell their production in open market.
  3. Benchmark and understand the best practices in relation asset management and property maintenance.

  4. Planning for visit to Statutory bodies, provinces, Nodal points and NPWP

    This will consists of oversight on province in relation implementation of passed legislation and monitoring of statutory bodies. To respond state president’s call on the expanded Public Works Programme that include nodal points and National Public Works Programme

  6. The Department of Public Works will provide capacity building to the Committee members in relation to implementation of passed legislation. Training on technical work of the department in terms of the functions of professional bodies created by Acts of Parliament.
