NEGOTIATING MANDATE

SOCIAL ASSISTANCE BILL [B57B-2003]

The Portfolio Committee on Health, Social Services, Population and Development (the Committee) met on 24 November 2003 for a briefing on the Social Assistance Bill [B57B-2003] (the Bill). On 3 and 4 December 2003 the Committee conducted public hearings to afford the public an opportunity to comment on the Bill. The Committee reconvened on 22 January 2004 to consider the Bill.

Having considered the Bill and comments from the public, the Committee proposes the following amendments:

Alternatively, if it was the intention that the Inspectorate should investigate only cases were there is a suspicion of fraud, the word "alleged" should be inserted before the word "fraudulent". Drafted in this manner, the Inspectorate will investigate where fraud is alleged, for it is the investigation that will tend to show the existence of fraud.

Clause 25

The permanent delegates representing the Province of Mpumalanga in the National Council of Provinces are conferred with a mandate to negotiate in favour of the Bill subject to the above proposals.
