Report on the negotiating mandate on the Social Assistance Bill [B57B-2003]

The Social Assistance Bill herein after referred to as the Bill was referred to the Standing Committee on Social Development on the 12 September 2003 by the NCOP Business Committee for consideration.

The committee was briefed by Permanent Delegate Hon. N. Kondlo and the Legislature’s legal advisors on the content of the Bill.

Initially the Committee had decided to take the Bill together with the South African Social Security Agency Bill to the public hearing before the negotiating mandate is formulated but due to the time constraints, this did not materialize.

The Committee resolved that:

The following negotiating mandate be conferred:

1. To support the Bill without amendments.

2. That Hon. T. Manyosi be designated to present the provincial negotiating mandate.
