Letter dated 12 November 2003, from the Minister of Communications to the Speaker of the National Assembly, in terms of section 65(2)(a) of the Public Finance Management Act, 1999 (Act No 1 of 1999), explaining the delay in the tabling of the Annual Report of the Universal Service Agency for 2002-2003:

Dear Madam Speaker

The reason for the late submission of the Annual Report is due to the departure of the CEO and CFO of the Agency at the time when this Annual Report had to be prepared.
Kindly accept our apology for the delay.
