POLICY FRAMEWORK (1)
VISION, MISSION

Vision
"A society in which there is social and economic justice for all, where women and men are able to achieve their full human potential, and in which women have equal access to, and control over, economic resources.
Mission

To ensure that gender equality is systematically taken into account in all DTI values, policies, programmes, its working environment, work practices, monitoring and evaluation systems and to establish the requisite structures, process and timeframes for achieving this.
INSTITUTIONAL ARRANGEMENT

Gender Desk – 1988 Deputy Director - Reporting to the Director General.
Gender Unit – 2000 Director - Ministry part of the Deputy Ministers Office – Reporting to the Deputy Minister a members of the Top 3 (Minister and DG).
Gender and Women’s Empowerment Unit 2003 – Director, reporting to the Deputy Director General. Programme still Championed by the Deputy Minister. (Chief Director Post has been created still to be confirmed).

FINANCIAL RESOURCES 2003.

Gender and Women’s Empowerment Programme Internal Administration = 1, 5 Million Annually.
South African Women Entrepreneurs Network SAWEN = 2, Million.
Technology for Women In Business TWIB = 6 Million.

INITIATIVES FOR 2003.

1) Incorporated and established the Gender and Women’s Empowerment Unit as part of the Enterprise, Industry and Development Division(EIDD). Document.

2) Revised the Gender and Women’s Empowerment Policy and Strategy framework – 2^nd draft.

3) Developed business plan with miles stone and incorporated this as past of the divisional strategic plan.

4) Recruited two support staff.

5) Secured a gender budget as well as as separate budgets for initiatives.

INITIATIVES CONTI..

6) Launched the dti women’s forum annual conference and awards.

8) Established a dti internal clinic providing medical and counselling services specifically for women.

7) Supported the Spousal offices.

INITIATIVES CONT…

8) Facilitated the process for growing and supporting women’s enterprises through SAWEN(Unrolling SAWEN).

9) Secured committed budget for SAWEN groundwork.

10) Officially launched SAWEN Provincial chapters in Eastern Cape; KZN; Gauteng; Bloemfontein; North West; Northern Cape; and Limpopo.

11) Facilitate a process of engendering the draft BEE strategy and Bill.

12) Recruited private sector to support women entrepreneurship programme JSE; APDF; BMF and Absa.

INITIATIVES CONT…

13) Hosted the national technology for women in business conference for 2003.

14) Supported the international conference on Courageous Leadership.

15) Commissioned a study on assessing the national status of SA Women entrepreneurs.

15) Established the Gender and Women’s Empowerment Committee for monitoring impact of our policies.

CHALLENGES
