NEGOTIATING MANDATE

NATIONAL GAMBLING BILL [B48B-2003]

The Portfolio Committee on Finance and Economic Affairs (the Committee) met for a briefing on
National Gambling Bill rB48B-2003j (the Bill) by the permanent delegate of the National Council of Provinces. Present at the meeting was the Department of Finance and Economic Affairs.

After consideration of the Bill, the Committee raised the following concerns:

(i) That it is not clear how the Bill proposes to deal with the problem of excessive gamblers
(gambling problem).
(ii) That the Bill does not cover other forms of gambling like horse racing gambling.
(iii) That the question of person -power to enforce the Sill is enormous and it is not clear from the
Bill how this problem would be circumvented.
(iv) That the question of limiting pay-out machines in casinos be weighed against the undesired
results of putting them where people would be vulnerable.

The permanent delegates representing the Province of Mpumalanga in the National Council of Provinces are conferred with authority and mandated to vote in favour of the Bill subject to the above-mentioned concerns.
