VISION:
To deliver services by enabling people to provide for themselves, their communities and to better life for all.

MISSION:
Guided by the Rules of Parliament promulgated in terms of the Constitution to play an oversight role on the ministry and the Department. To this end it will exercise a rigorous oversight role in such a way that it contributes towards the improvement in the quality of life of all South Africans.

OBJECTIVES:
To pursue its MISSION, the Portfolio Committee on Public Works has seven overriding goals namely:
To cover a greater volume of work which is of relevance to its MISSION.

This in terms of the number of state related bodies and finance-related issues it oversight.
To strengthen the qualitative aspects of its investigative work.
To understand and respond to existing areas of financial management weaknesses and under-performance.

To increase the consistency, regularity and assertiveness of follow-up actions where corrective actions has been deemed necessary.

To creatively and assertively influence improvements in financial management, wherever this might be
necessary in the broader public sector.
To influence and provide legislative framework to department’s strategic plan.

REVIEW OF YEAR'S WORK – RECOMMENDATION AND CONCLUSIONS

The Committee last year made the following recommendations:
That the researcher attends all the Committee meetings.
That members be retained in one committee at least two years.
That it maximise its oversight and monitoring role over the Department.
The Department should capacitate the Committee since the Department is a large portfolio especially on Department’s technical programmes.
The Committee and the Department should assist emerging contractors to develop by monitoring their growth status.
The Committee needs to effect policies that involve women, youth and disabled people in the construction industry.
The Committee should constantly examine the implementation of legislation and functions of legal entities established by the Act of Parliament.
The Committee has to keep a strict check on maintenance of Parliamentary residential areas including the Prestigious accommodation.
The Committee should get its quarterly financial report regarding its budget.
The Parliamentary Officer must attend all Committee meetings.
