          1. Discussion

    The regulatory functions are in one branch and the other line functions in the other. The variety of functions in the second branch may make it difficult to manage. The existing staff composition is also a factor, as the Branch: Maritime, Aviation and Land Transport Regulation has about 50 posts, while the other branch has about 125. It is not certain that this situation will improve when the RTMC takes over some of the existing Division: Road Traffic Management staff.
