RESPONSE TO REPORT COMPILED BY PORTFOLLIO COMMITTEE ON EDUCATION: NATIONAL ASSEMBLY

Please Receive The Departments’ Responses To The Report Issued By The Portfolio Committee Following The Committees’ Recent Visit To Mpumalanga Province.

2. SILAMBA SENIOR SECONDARY SCHOOL

Furniture

The Department has not received the request for furniture from the school for 2002. It will be purchased in 2003.

Textbooks

The Department provides text and prescribed books for grades 4,5,7,8, 9, and 12 because of budgetary constraints. Next year for grades 6,10,11 and 12.

The school has been prioritized for the 2003/4 year.

In each Regional Office there are appointed day- to- day maintenance contractors through Tender Board who can effect minor repairs to the school. The day to day maintenance contractors has been requested to effect the repairs to the school.

5. MAKERANA PRIMARY SCHOOL

Shortage of four classrooms

The school has been prioritized for the next financial year.

Stationery

The stationery was procured and delivered to the school in September 2001 and additional supplementary stationery was delivered to the school.

Text and prescribed books

The department has already begun with the delivery for the year 2004.

Shortage of Furniture

The Department has not received any request for furniture from the school, for the 2002 school year. The quality of the furniture procured for schools which is in accordance with the SABS specifications will be purchased in 2003.

 

6. HLONIPHA SECONDARY SCHOOL

Stationery and textbooks

The Department procured and delivered the stationery to the school for all the grades. However text and prescribed books were only procured and delivered for grades 7,8,9 and 12. Grades 4,5,7,8,9,10 and 11 textbooks are presently being delivered.

Shortage of Classrooms

The school is already on the priority list for 2003 for the provision of the eight additional classrooms.

Furniture

Requisition for furniture has been received and orders have been placed.

Sanitation and toilets

The school was not prioritized by the Regional Office for the provision of toilet facilities for the school. The Regional Office has been requested to consider the prioritization of the school for the required additional toilet facilities.

 

7. MNYAMANA PRIMARY SCHOOL

L.S.M. toilets and Ramps are required

The school was provided with stationery for all the grades and workbooks for grades 1,2, 3 and 4 as requisitioned by the school

The school will have to be prioritized for the provision of additional toilet facilities by the Regional Office. The ramps were not built when the school was constructed in 1986. This will have to be constructed when funds become available.

Furniture

The Department has not received a request for furniture from the school for the 2002 school year. The Department will investigate and purchase in 2003 if necessary.

 

  1. REMATLATSE PRIMARY SCHOOL
  2. Fencing and toilet facilities required

    The school needs to be prioritized by the Regional Office for the provision of fencing and toilets facilities. Once the Regional Office has prioritized the school and funds are available the Department will construct the fence and the toilet facilities for the school.

  3. TETEMA PRIMARY SCHOOL

Toilets facilities required

The school needs to be prioritized by the Regional Office for the provision of toilet facilities.

Furniture Shortage

The school did not submit the requisition for furniture. The Regional Office will be advised to remind the school to submit its requisition for furniture as required by the school so that it can purchased next year.

Electricity, computer water and administration block required

The Department has purchased computers for 523 schools with electricity. The 523 schools will be provided with computers during the next financial year. 2003/2004 if the school has electricity.

The school should be prioritised by the Regional Office for the provision of electricity, water and administration block.

 

10. SITJHEJIWE SENIOR SECONDARY SCHOOL

Textbooks

According to our record the Department procured and delivered grade 9 textbooks to the school in October 2001 and in March 2002 for grade 12.

 

11. SIYAZAMA PRIMARY SCHOOL

Electricity toilet facilities and scholar transport

The school needs to be prioritised by the Regional Office for the provision of electricity, toilet facilities and the need for scholar transport will be investigated.

12. PHUMULA PRIMARY SCHOOL

Shortage of 6 classrooms

The additional six classrooms required by the school need to be prioritised by the Regional Office.

Furniture required

The Department procured school furniture for the school as requisition by the school to the total amount of R36 601 – 60.

 

  1. MASIZAKHE SECONDARY SCHOOL
  2. Additional classrooms, text books and renovations required

    The school was prioritsed by the Regional Office for renovations and not for additional classrooms. The school is currently being renovated for the reported structural damage by the appointed contractors.

    The text and prescribed books have being provided for grade 7,8,9 and 12 for the school.

    Furniture required

    The Department did not receive the request for furniture from the school in the 2002 school year. It will purchase furniture for the school next year.


  3. MKHOMAZI PRIMARY SCHOOL
  4. Toilets facilities not in good condition

    The Department of Education has appointed day-to-day maintenance contractors through Tender Board who should have been approached by the school to repair the toilets which are not functioning well. These contractors have been requested to repair the toilets.

    Furniture

    The Department procured school furniture for the school as requested to the total amount of R48 739.30.

     

  5. ZINIKELENI SECONDARY SCHOOL
  6. Toilets facilities not working

    The Department has appointed through Tender Board day-to-day maintenance contractors who have repaired the toilets.

     

  7. CROCODILE VALLEY PRIMARY SCHOOL
  8. Furniture and Renovations

    The Department procured school furniture for the school to the total amount of R9 377 – 40 as requisitioned by the school. The school was however not prioritised for the renovations by the Regional Office. Regional office will consider prioritizing the school for next year.


  9. TEKWANE PRIMARY SCHOOL
  10. Classrooms and scholar transport required

    The construction of 10 classrooms and 8 toilets has already started and they are scheduled to be completed before the end of March 2003.

    The school does not qualify for the provision of scholar transport as the school is in the Township.

    Furniture

    The Department procured school furniture for the school as requested to the total amount of R4 118 – 33.

     

  11. TENTELENI PRIMARY SCHOOL
  12. Classroom and toilets and scholar transport required

    The Department is currently building six classroom and 4 toilet facilities for the school to ease the overcrowding at the school. The Department does not provide scholar transport to the schools in the Township. Tenteleni is situated in the Township.

    Furniture

    The Department procured school furniture for the school as requested by the school to the total amount of R13 249 – 62.

  13. LEKAZI CENTRAL HIGH SCHOOL

Toilet facilities do not function well

The day-to-day maintenance contractor has repaired the damaged toilets.

21. LEKAZI PRIMARY SCHOOL

Additional classrooms and furniture required

The school has not been prioritised for the provision of additional classrooms. Regional Office is investigating the number of classrooms that are needed.

Furniture

The Department has not received any request for furniture from the school for the 2002 school year and will purchase furniture for 2003.

  1. KHALIPHANI SECONDARY SCHOOL

Furniture

The Department procured school furniture for the school as requested by the school to a total amount of R7 755.37.

1. Silamba Senior Secondary School

According to the staff establishment dated 04 November 2002, the school has 36 posts distributed as follows:

35 posts of the positions are filled and one vacant.

The filling of position is being handled by the School Governing Body in consultation with the Regional Director.

2. Hlonipha Secondary School

According to the staff establishment dated 04 November 2002, the school has 24 posts distributed as follows:

One post of Head of Department was advertised as in the process of being filled.

The position of Administrators in institutions is going to be considered by the department after the process of developing post-provisioning norms has been completed

3. Mnyamana Primary

According to the staff establishment dated 04 November 2002, the school has 16 posts distributed as follows:

Only one post level 1 (educators’ post) is vacant. The provision of educators for pre-school is being handled in accordance with the new policy on Early Childhood Development. The matter is being handled by the school in consultation with the region.

 

4. Ramathlatse Primary School

According to the staff establishment of the school dated 04 November 2002, the school has a total of 02 posts distributed as follows:

It should be noted that Rematlhatse Primary School is regarded as a small school however the department was able to assist the school with 4 educators.

5. Tenteleni Primary School

According to the staff establishment of the school, the school has a total number of 27 posts distributed as follows:

The provision of posts in accordance with the post-provisioning model.

6. Khaliphani Secondary School

According to the staff establishment of the school, the school has a total number of 24 posts distributed as follows:

The provision of posts is in accordance with the post-provisioning model.

 

PROCEDURE ON THE PROCUREMENT OF FURNITURE

    1. The Department purchases school furniture for new schools and classrooms.
    2. Where due to shortage in existing school the schools must order as from August 2001.
    3. Where existing furniture has been damaged or old, the school must first apply for it to be written off and the replacement orders must be placed.

 

  1. SUPPLY OF THE LEARNERS SUPPORT MATERIAL AND PRESCRIBED BOOKS
    1. All schools were required to place orders for books for May 2001 for the school year 2002 and by May 2002 for 2003.
    2. The Department supply stationery for all grades i.e. 1 to 12 for this 2002 before the end of March 2002
    3. Books for grades 8 and 9 were supply to schools last year.
    4. Workbooks for grades 1,2,3 and textbooks for grades 4,7 and 8 and shortages for grade 5 and 9 were supplied at the beginning of the year. In February 2002 workbooks for grade 1,2,3 and 4 and text and prescribed books for grades 6,10,11 and 12 (prescribed) as well as stationery for all schools for the start of school next year are already being delivered to schools. In fact stationery is being delivered to 99% of our schools
    5. Worth mentioning is that textbooks are meant to last for four years and that over the past years, due to financial constraints books were bought for the implementation of curriculum 2005.

     

  2. BUILDING OF CLASSROOM AND RENOVATIONS
    1. Mpumalanga has a backlog of about 4 000 classrooms. Since then a number of

classrooms were built to address this backlog, for example during 2001 three

hundred and eighty six classrooms (386) were built and this year four hundred and

twenty eight classrooms (428).

    1. Due to the backlog Circuit and Regions prioritised the building of classrooms and new school in their Circuits/Regions. The priority lists from Regions are compiled into one . Since last year local municipalities are consulted to verify whether the school are in line with the their IDP’s. Thereafter this list becomes the building program for the year.
  1. MAINTENANCE OF TOILETS AND MINOR REPAIRS

In each Regional Office day-to-day maintenance contractors are appointed by the tender board. Any maintenance to toilets or minor repairs are done by this contractors. Schools should contact these contractors.
