HARMONY'S INPUT ON BROAD-BASED BLACK ECONOMIC EMPOWERMENT BILL (B27-2003)

Establishment of Black Economic Empowerment Advisory Council


Harmony's comments are focused on S 5. (1) - Constitution of Council and appointment of members whereby states: "The Council consists of the President and such other members as maybe determined by the Council's Constitution

2) The President is the Chairperson of the Council

3) The Council may by resolution provide further for its constitution, the terms of office of its members, quorums, procedures and any other matter affecting the carrying out of its functions"

1.5.6.3 of the For Broad-Based Black Economic Empowerment Strategy Document states "It is envisaged that the council will be comprised of 19 members who will hold office for a three year term. Of the members four will be ,Cabinet Ministers and remaining 15 members will be appointed by the President

HARMONY'S PROPOSAL

We respectfully propose that the 15 of the 19 appointed members of the Advisory Council be drawn from diverse industry sectors; e.g. Mining, Information, Communication & Technology (ICT), etc. This is to ensure that Council is made up of persons with specific industry/sector experiences and/or knowledge.
