INTRODUCTION

- Institutionalise this into methodologies and techiques to meet the needs of society.
- Practical implementation of the philosophy of Community Policing.

SECTOR POLICING DEFINED
'SECTOR POLIC1NG' MEANS METHOD OF POLICING USED IN:
- Smaller, manageable, geographical areas.
- Appointment of a police official as a sector commander.
- Involve all role players to address policing needs.
- Addressing root causes of crime.
- Enabling and contributing factors to effective crime prevention.
- Launch informed, intelligence-driven crime prevention projects.
- Community Based Partnerships.

FIVE PHASES OF SECTOR POLICING
- PHASE 2 : Determining sector boundaries.
- PHASE 2 : Appointment of a Sector Commander and Sector Deputies.
- PHASE 3 : Compiling the sector profile.
- PHASE 4 : Establishing a Sector Crime Forum (SCF).
- PHASE 5 : Activities of the SCF.

PHASE 1 :DETERMINING SECTOR BOUNDARIES
The Station Commissioner, after consultation with the CPF divides the local policing area into sectors, by doing a thorough analysis of the circumstances prevailing within the precinct.

PHASE 1: FACTORS TO CONSIDER WHEN DIVIDING SECTORS (Cont)
- Alignment with the CAS blocks
- Alignment with municipal wards
- Geographical size and topographical features
- Infrastructure
- Demographic features
- Available community resources

PHASE 1: CRITERIA FOR DETERMINING SECTOR BOUNDARIES (Cont)
- Should not be too big and should cluster community interest groups with common interest, needs and problems together.
- Objective and realistic to ensure manageability.
- Manageability refers to both the ability of the police station to address the locally identified policing needs - capacity of the sector commander to manage the sector effectively.

PHASE 2: APPOINTMENT OF SECTOR COMMANDERS AND DEPUTIES.
- Station Management to appoint the Sector Commanders and Sector Deputies.
- Number of members in a Sector Team -discretion of Station Management.
- Reservists recruited to perform sector policing duties is done in terms of Category 'D' of National Instruction 1/2002.
- Minimum of two reservists per sector team to be recruited to perform crime prevention duties.

PHASE 3: COMPILING THE SECTOR PROFILE.

A sector profile is a planning tool that outlines:
= Direction to the police in identifying needs,
= Concerns, perceptions of communities,
= Improved Service Delivery.

PHASE 3: COMPONENTS OF SECTOR PROFILE (Cont)
- PARTICULARS OF INFLUENTIAL ROLEPLAYERS.
- EVERYTHING REGARDING INFRASTRUCTURE, DEMOGRAPHICS, ETC.
- CRIME PREVENTION AND CRIME COMBATTING RELATED ISSUES.

PHASE 4: ESTABLISHING A SECTOR CRIME FORUM.
Sector Policing forms an integral part of the Community Policing philosophy not only does it enhance this process but also the CPF structure itself.

- Identify the main community role-players in the sector to establish a Sector Crime Forum.
- General public, local businesses, local counsellors, Resident Associations or community leaders should be invited and recruited to actively participate.
- Regular meetings to be held to identify the crime problem, analyse the causes and determine the solution or a plan of action to address the identified problems.

PHASE 5: ACTIVITIES OF THE SECTOR CRIME FORUM.

Chairperson or a nominated representative from each SCF will attend the CPF executive or general meetings.
- Sector Commander to gather information on the crime prevention and crime combatting needs.
- The SCF can propose strategic community actions and initiate partnerships.
- Sector Commander to take community concerns and proposals to the Station Management for decision.
- It must be emphasised that the community plays an extremely important role in not only supporting these projects I partnerships, but also DRIVING them.

OPERATIONAL APPROACH

= 14 Presidential stations;
= 50 Priority stations;
= 145 Crackdown stations.

- PROVINCIAL PRIORITIES
= This does not mean that the implementation of SECTOR POLICING at the remaining police stations should not proceed.
