*The regulations will enable the Minister to commence investigations regarding areas where more than one sheriff should be appointed. An investigation has been conducted. A report on the investigation including recommendations as to the areas where more than one sheriff should be appointed, is with the Minister for his approval. *The appointment of more than one sheriff is, however, dependent on the amendment of the rules of court which is being attended to by the Rules Board. Draft rules were circulated to role players for comment. Comment from some role players are awaited. Reminders were sent out and in the interim the comments received are being summarised for submission to the new Rules Board. |

Various reports have been received. The final report was received and a draft policy was submitted to the Deputy Minister who made some enquiries which are being attended to. In the mean time draft regulations facilitating the implementation of the Act and the policy have been formulated. *As an interim measure maintenance assistants will be appointed on a 6- month contract basis. Interviews will take place during February 2003. |

*No date for the commencement of sections 6 and 20 has been set as the acting Director: Witness Protection indicated that the NDPP envisages substantial amendments to the Act and requested that the sections not be put into operation.
*It was also requested that the regulations not be finalised in view of the above. *On 14/8/01 a letter was submitted to the NDPP enquiring what the present position is, as no proposals had been received. *A response was received to the effect that discussions with officials of the Department will be arranged. Further enquiries were made. *The Director: Witness Protection indicated on 31 January 2003 that his strategic plan is on the verge of being finalised. The plan indicates the direction the Witness Protection Programme should take. The plan is based on international best practices. |

*The date for commencement of the remainder of the Act has not yet been determined. *The commencement of the remainder of the Act is dependent on various actions, namely the amendment of the Act (which has now been done), the finalisation of the regulations which flows from the amendment of the Act, the training of presiding officers etc. *The Department is working towards a target date of March 2003 for implementation of the provisions of the Act relating to the prevention of unfair discrimination. *Draft regulations regarding the prevention of discrimination were submitted to Parliament on 23 August 2002. A small amendment to the regulations to facilitate the amendment to sections 16 and 31 is ready for submission to the Chief Justice for comment. The translation of the first set of regulations into Zulu has been finalised. *The Human Rights Commission drafted Regulations dealing with Promotion of Equality. The draft regulations were discussed with selected experts on 8 May 2002 and the HRC was requested to make certain changes to the draft regulations before being finalised and submitted to role players for comment. Due to a lack of funds the mandate of the HRC was cancelled. A new draft set of regulations is being prepared. * In terms of section 30 the Regulations must be tabled in Parliament before publication. |
