COMPUTERISED LEARNERS LICENCE TEST

Description

Development of a computerized learners licence test system to be deployed at 350 driving licence testing centers.

Objective

To provide a more user friendly computerized learners licence test that is available in all eleven languages at all testing centers to eliminate fraud and corruption.

Achievements

The tender for the system was compiled to call for proposals and the evaluation took place during the month of September and October 2002. SITA and NDOT decided on the 8 October 2002. A decision will be known 12 November 2002.

Challenge

Provincial Departments through COTO accepting and approving the proposal to increase the learners licence fees from 2003.
No co-operation from SITA

CREDIT CARD FORMAT DRIVING LICENCE

Description

Conversion of the current driving licence population to the new CCF format driving licence, production of all new and replacement driving licence cards, and the implementation of the mobile computing to enable roadside verification.

Objective

Eliminate all fraudulent issued driving licences. Implementation of SADC driving licence protocol. Enable roadside verification to identify fraudulent driving licence and vehicle details at roadside.

Achievements

5 million driving licence already converted.
A communication strategy has been developed to sensitize motorists who have not yet converted driving licences and is waiting MINCOM approval on 18 November 2002
Image scanning ready for March 2003

NaTIS

Description

National Traffic Information System

NaTIS is a computerized system that was developed to register and licence vehicles, register accidents, register driving licence particulars and traffic officials. NaTIS supports 2400 users that perform more than 5 million transactions and queries per month, and generates more than R2 billion per annum.

Objective

Support the current NaTIS to provide infrastructure for vehicle licensing and registration as well as driving licence transaction.
Develop new NaTIS software and deploy in the next two years.

Achievements

New NaTIS contract signed on 03-12-2001.

Software development for NaTIS release 82 has been completed.

Interface development for the MIB has been completed.

Linking of SARS, NIA, DTI to do

Business office by new contractor completed.

Problems

Financial resource (increase in the budget) insufficient funds

ESTABLISHMENT OF PROVINCIAL AND NATIONAL ACCIDENT BUREAUS

Description

Establishment of provincial and national accident bureaus to provide support and guidance to provinces to develop their own capturing bureaus.

Objectives

Compile statistical data
Capturing of backlog experience by provinces
Trust provinces to implement the Officer Accident Form
Introduce and manage enabling accident legislation

Achievements

STATS-SA appointed as a National Accident Bureau for a period of two years

Ethekwini Metro and the City of Cape Town have their own capturing bureaus

KwaZulu Natal Province, Limpopo Province and Nelson Mandela City have established their own capturing bureau

National Accident Register Monitoring Centre has been established and quality checks of all accident records is done and regular statistical reports are compile

Western Cape Province

An amount of R2 906 128 was allocated. Transfer of the allocated amount could not be effected as Western Cape could not comply with Section 16 of the Division of Revenue Act, 2001 (Act 1 of 2000).

CHALLENGES

Provincial Treasuries took about 3 months to transfer funds to Provincial Accounts
Tender processes in Provinces are time consuming and some of the Tenders were re-advertised because of insufficient responses from tenderers.
Municipalities are experiencing problems in awarding tenders because of their internal politics.
