PROGRAMME FOR THE PORTFOLIO COMMITTEE FOR SAFETY AND SECURITY: STATE OF POLICE STATIONS AND DISTRIBUTION OF POLICE PERSONNEL

1. Your letter 3/5/2/157 dated 2002-02-12 refers.

2. The status of the 92 police stations, 41 satellite stations and 7 Border posts in the Northern Province is as follows:
2.1 Central area 21 police stations 4 Satellite Station
Bushed area 30 police stations 4 Border Post 1 Satellite Station
Levelled area (Giyani) 20 police stations 19 Satellite Station
Far North area 21 police stations 3 Border Post 17 Satellite Station

3. New police stations constructed during 2001:

Two new police stations were erected and inaugurated during 2001, namely Makuta police station, situated in Far North area and the Community Safety Centre at Lobbing In Central area. Both these police stations are functioning as full-time police stations.

4. Capital works 2002/2003:

The following police stations are listed on the priority list for the construction of new police stations:

Consultants were already appointed by the Department of Public Works, with regard to the impact study, for the erection of the police stations. Due to the inadequate of funds the project is being jeopardized

5. Community Safety Centres:
The construction of the Community Safety Centre at Matoks in Far North area is currently in the planning stage. Currently, this project represents the most urgent need in the Northern Province.

6. Planning for the construction of new police stations:

The following 15 police stations are in a dilapidated condition and new police stations must be erected:

Bochum
Nylstroom
Duiwelskloof
Tzaneen
Malipsdrift
Vaalwater
Messina
Louis Trichardt
Masemola
Matoks - should the planned Community Safety Centre not realise

7. Upgrading of Police Cells - Project Five Star

The status of cells on Project Five Star, is as follows:

Capital Works: Additional Accommodation

The following police stations are in need of additional accommodation such as offices, married quarters, single quarters and cells:

In total, the following numbers of offices, cells and quarters are needed:

205 Offices
20 Married Quarters
290 Members for Single Quarters
130 Cells

9. Repairs and Renovation:

The following stations were listed on the programme for Repairs and Renovation - The allocations of funds is awaited from the National Department of Public Works:

An additional 66 police stations are in need of repairs and renovation, as well as the married- and single quarters at 48 stations.

10. Day to day maintenance:

The funds currently allocated for the day-to-day maintenance of state buildings, are not sufficient. The poor condition of buildings effectuates the quick depletion of funds and additional funds are needed to properly care for buildings.

11. Boreholes:

Endless problems are being experienced in this province, regarding water provision to police stations. There is currently a programme running with the collaboration of the Department of Public Works, for the drilling and equipping of boreholes at 34 police stations. The status on these projects is as follows:

The remaining police stations, i.e. Appingendam and Tubatse will be registered soon, once it is accepted to the system. The latest report received from the Department of Public Works, is dated
2001-10-15.

12. Provisioning of electricity

Only the offices of the Masisi detectives, is not provided with electricity. The need for the provisioning of electricity was submitted to the Department of Public Works. Feedback received from them, is that they should be going out on tender very soon.

13. Minor Works:

The most serious problem currently being experienced in this division is the provisioning of air conditioners, mainly at the far-off stations. In addition to this, there are a shortage of security fences, proper fence lighting and the availability of generators at approximately 60% of the stations.

14. Border posts:

The province has a total of 7 border posts, namely:

Beit Bridge, Zanzibar, Stockpoort, Groblersbrug, Platjan, Pontdrift and Pafuri. Innumerable accommodation problems are being experienced at all of these border posts, including offices, married quarters and single quarters. The needs in this regard, are as follows:

15.Thohoyandou:

Thohoyandou is the Presidential station in the province and all needs are receiving priority attention.

17.The most frustrating problem with regard to accommodation is the very poor cooperation of the Department of Public Works, as well as their don't-care attitude towards serious matters. It is a constant struggle to obtain their cooperation and in certain instances, it becomes necessary to do their duties for them. It is imperative that they become more interested and committed to all matters concerning accommodation in the province.
