Presentation of evidence in regard to THE NEW BOXING BILL to the Parliamentary Committee on Sport And Recreation in Cape Town

FREE STATE PROVINCIAL BOXING CONTROL COMMISSION

COMMENTS ON THE "NEW BOXING BILL".
The following are comments of the Free State Provincial Boxing Control Commission, as submitted by all the commissioners after consultation with some of the boxing licencees whom they could lobby "THE NEW BOXING BILL" to.

CHAPTER 2

Section 7 (1). d. e. f. g. h. i . j. k .l .m. n. o. p. q. r. s. t. u. v. w. x.
This power of Boxing S.A. will be better executed by a provincial office.

Section 7 (2).

Should further read that:-
The Boxing S.A. will be the highest court of appeal in the event of dispute by any licencee.

Section (8).
To be added as follows:-(e).To have jurisdiction of all South African and International fights and tournaments.

Section 9.(2).
Should read as follows:-
A person who has been registered by Boxing S.A. and any provincial unit as a licencee, may not be a member of the Boxing S.A., unless such a person relinquishes his or her licence in writing to Boxing S.A. and the province that had issued the licence.

Section 9 (4).
This entire subsection should be incorporated with subsection
(1) (c).

SECTION 11.
Subsection (4) and (B) are in contradiction
We move that:-
Subsection (B) be taken off the bill.
It would be appropriate and correct that "THE NEW BOXING
S.A’s CODE OF ARMS AND UNIFORM COLOURS BE INCLUDED IN THE
"NEW BOXING BILL
"

SECTION 29.
Subsection (4)
Should be added as follows:-
(c). The officer of the police or any magistrate will prior
to stopping a tournament, give at least (7) seven days written and verbal notice to the promoter and the provincial official under whose jurisdiction the said tournament is promoted.

It is imperative that a clause in the NEW BOXING BILL be included that:-

(a).
Licence fees should be valid from the lst. January up to the 3lst.December, of the year of licencing or renewal.

(b). The remuneration of referees and judges will be as in accordance with the magnitude of the tournament e.g.

1. Four rounders

11.Six and Eight rounders

111.Ten and Twelve rounders (S.A.Title fights included)

iv.International and
Inter-continental fights

v. World title fights should be as according with the said World body’s scale of remuneration.

The Free State Provincial Boxing Control Commission holds this NEW BOXING BILL in high regard, as a tool in the right direction pending its proper, correct and democratic implementation by all stake-holders.

These comments are as agreed to by the Free State Provincial Boxing Control Commission.

SUBMISSION ON PROPOSED CRITERIA FOR RATINGS AND CHALLENGE APPROVAL.

(1).
Contender number one must be given first priority to challenge for a title
(2) Contenders Two and Three, should be given an equal chance; i.e. whoever is ready, his fight record qualifies him to challenge the champion.

(3) Contenders Four to Ten should eliminate each other for a chance to challenge the champion

When contender number one is beaten by the champion; he must be dropped to number Three; and then elevate Two and Three to One and two effectively. If contender number one is beaten by a knock-out after round number Six; he should be dropped to number Five, and then elevate boxers One to Four.

When a boxer challenges for a Title, the following should be taken into consideration

(1). How many rated boxers has the challenger boxed against.

(2). How was the challengers fight punishment record of the last Three or Four immediate previous fights.

(3) How often has a challenger boxed. (No boxer should box for a national title; if he has not boxed for' a period of ONE HUNDRED AND TWENTY (120) DAYS).

(4).In-active boxers should drop by one rung from the
ratings.(In-active for ONE HUNDRED AND EIGHTY DAYS)

(5)
Ratings should/must be ratified, appraised and prepared every second month.

(6).A champion should not defend against the same boxer consecutively; except in the event of a controversial result; and after an appeal lodged and approved by B0XING SOUTH AFRICA.

NO ONE PERSON/OFFICIAL MUST BE GIVEN THE TASK OF DECIDING ON RATINGS PREPARATION AND TITLE (National) FIGHTS APPROVAL.

RING-OFFICIALS.
Since it is the intention and aspiration of all ring-officials to participate in World Title fights; I submit the following criteria for selection of panel and rotation of referees and judges:-(1).Popularity or name of a said official should not be a means by which a ring-official is selected for participation at any national title fight.

(2).Neutrality of officials for a national title fight should be given priority.

(3).Referees and judges should be graded i.e. GOLD and SILVER.(Gold; should handle World Title fights, and Silver, South African Title fights). This should only apply for national panel.

(4).
Referees should be rotated so that at the end of the year; all referees and judges have had an equal number of fights that they have participated in at both national and for World title fights.

(5).Referees and judges should be remunerated as according to the level of the fight e.g. .World Title fights should be as according to the scale of the said world body; and for national titles should be as it would be decided by Boxing South Africa.

This will help boxing in being transparent and accord every referee and judge the same opportunity.

N/B.
OFFICIALS SHOULD BE EVALUATED ANNUALLY OR AS NEED BE BY BOXING SOUTH AFRICA AND PROVINCIAL REPRESENTATIVES.
