PROPOSED AMENDMENTS TO ELECTORAL BILL [B69-98]

CLAUSE 1

1.On page 12, from line 1,to omit the definition of "identity document" and to substitute the following definition:
"identity document" -
(a) means -
(i) an identity card issued in terms of the Identification Act, 1997 (Act No.68 of 1997);
(ii) a temporary identity certificate issued in terms of section 16 of that Act; or
(iii) an identity document recognised as valid by section 25 of that Act; and

(b) includes, for the purposes of the general registration of voters contemplated in section 14, a certificate in a form which corresponds substantially with the form set out in Schedule 5 and issued by the Director-General of Home Affairs to a South African citizen who has applied for an identity document;

CLAUSE 11
1.On page 16, after line 4, to add the following paragraph:

(c) deregister a voter who has been registered in terms of section 8 upon submission of an identity document issued before 1 July 1986 or a certificate referred to in paragraph (b) of the definition of "identity document" in section 1 and who has not by the date determined by the Minister of Home Affairs by notice in the Government Gazette been issued with an identity card or an identity document in terms of the Identification Act, 1997 (Act No.68 of 1997).

1.On page 84, after Schedule 4, to add the following new Schedule:

It is hereby certified that the person whose recent photograph appears below has applied for an identity document and that the following particulars pertaining to such person are included in the population register:
