The Multiparty Women's Caucus met virtually to consider and approve all pending internal matters, including the adoption of minutes and the third term draft Committee programme. In her opening remarks, the Chairperson congratulated the South African national women's Soccer team, Banyana Banyana, on its many outstanding achievements and the newly crowned Ms South Africa, Ndavi Nokeri. She expressed that the timing of such great achievements was well aligned with the August month of celebrating women. The Chairperson also highlighted that in celebration of heritage month, we should all celebrate our culture which helps to examine our shared histories as well as ourselves which ultimately plays an important role in the politics of our society.

The Committee considered its minutes, noted the vacancy of the deputy chair of the Caucus and considered its programme for the third term. The matter of oversight visits was discussed.

Meeting report

The Chairperson made brief opening remarks and welcomed all present in the meeting.

She congratulated Banyana Banyana and Ms Ndavi Nokeri [Miss South Africa 2022] on their tremendous achievements during the month of celebrating women. She highlighted that while celebrating heritage month, South African's should also celebrate culture and in so doing, examine ourselves, our shared history and ultimately endeavor to understand more about our roots which play an important role in the politics of our business, society and the world. This was important because it represented the independence of the world and its natural diversity.

Apologies were heard and the agenda for the day was adopted.  

The Committee considered its draft minutes of 31 March and 26 May 2022, which were adopted with amendments.                                                                                                                                                       

Multiparty Women's Caucus Draft third term Committee Programme

The Chairperson said there was currently a vacancy on the steering committee, as the deputy chair of the Multiparty Women's Caucus, Ms Patricia Kopane, had resigned from   Parliament and her political party. The Chairperson said she merely wanted to announce this to the Caucus and suggested that it defer the matter for election to the next meeting. She said the Deputy Chair elected should be a member of the opposition.

Ms R Semenya (ANC) proposed that the Caucus note this and proceed with its business. 

The Committee adopted its programme for 24 August to 30 September 2022.

The Chairperson noted that on oversight visits, the Chair of Chairs said these visits were not allowed in the second and third terms even though some Committees had organised them. 

Ms N Mvana (ANC) stressed that the Caucus must visit provinces where GBV is prevalent.

The Chairperson asked if there was anything Members wanted to add to the discussion.

Ms M Khawula (EFF) made comments not in English.  

The Chairperson said issues relating to oversight would be discussed in the next meeting.

Ms B Dlulane (ANC) suspected Members of the Caucus and its leadership sit in the programming meetings. There were Committees, including the Multiparty Women's Caucus, identified to do oversight visits because of the [flood] disasters. Some Committees where Members are involved in this, did not have an agreement with the Chair of Chairs. She said she supported Ms Khawula on prioritising the issues relating to oversight visits and that many homes are headed by women who should be supported - oversight must be done on this. She said several Committees had their oversight applications rejected due to the leadership engagements of Parliament. 

The Chairperson made brief closing remarks and thanked all for prioritising the meeting.
