Meeting Summary

The Committee met for consideration and adoption of the following reports: Report on the Adjustments Appropriations Bill; Report on the Special Appropriation Bill; and Report on the proposed division of revenue and conditional grant allocations to provinces and local government. The three reports were adopted and the DA reserved its position on them.

Consideration and adoption of the Committee’s Legacy Report (2015-2019) as per the meeting agenda was deferred to next year towards the end of the fifth term of Parliament. The Committee still had work and activities to undertake next year which would have to be captured in the said report.

Meeting report

The Chairperson welcomed everyone to the last Committee meeting for the year. He noted that the three reports to be considered had been circulated to Members prior.

Consideration and adoption of Report on the Adjustments Appropriations Bill
The Chairperson put the Report on the Adjustments Appropriations Bill up for adoption.

Mr T Motlashuping (ANC, North West) moved for the adoption of the report.

Mr L Nzimande (ANC, KwaZulu-Natal) seconded.

The Report on the Adjustments Appropriations Bill was adopted.

Mr F Essack (DA, Mpumalanga) said the DA’s objection to the report should be noted.

Consideration and adoption of Report on the Special Appropriation Bill
The Chairperson said the Special Appropriation Bill had been subject of extensive discussions with stakeholders. He took the Committee through the highlights of the Report and put it up for adoption.

Mr M Monakedi (ANC, Limpopo) moved for the adoption of the Report.

Mr Motlashuping seconded.

The Report on the Special Appropriation Bill was adopted.

The DA reserved its position on the report.

Consideration and adoption of the Report on the proposed division of revenue and conditional grant allocations to provinces and local government
The Chairperson highlighted the contents of the Report and asked if Members had any objections or comments.

Mr Essack said it would be important for the Committee to highlight the potential impact of provincial allocations and divisions on service delivery. He was not sure whether this had been highlighted in the report.

The Chairperson said Mr Essack’s point came up in the presentations by the South African Local Government Association (SALGA) and COSATU during public hearings. The Medium-Term Budget Policy Statement (MTBPS) also indicated that the Department of Public Service and Administration will be engaged on this matter. He then put the report up for adoption.

Mr Nzimande moved for the adoption of the report.

Mr Monakedi seconded.

The Report on the proposed division of Revenue and conditional grant allocations to provinces and local government was adopted.

The DA reserved its position on the report.

Consideration and adoption of the Committee’s Legacy Report (2015-2019)

Consideration and adoption of minutes
The Chairperson put the minutes for meetings held on 16, 20, 21 and 23 November 2018 up for adoption. 

The minutes were adopted.

The Chairperson thanked the Committee for its commitment and hard work and wished everyone well.
