Eight Provincial Legislatures submitted final mandates and voted in support of the Division of Revenue Amendment Bill. The Eastern Cape Legislature had not deliberated on the Bill and did not submit a mandate to the Committee. The Bill was accordingly approved by the Committee.

Meeting report

The Chairperson welcomed the members of the Committee that were present.

The Chairperson introduced the agenda of the meeting and concluded that no apologies were received from Committee members.

Final Mandates and draft Report on Division of Revenue Amendment Bill

Free State Legislature

The Chairperson indicated that Free State Province deliberated and voted in favour of the Bill.

Gauteng Legislature

Ms T Motara (Gauteng, ANC) read the mandate and said that the province voted in favour of the Bill.

KZN Legislature

Mr L Nzimande (KZN, ANC) said that the KZN legislature sat on 25 November 2016 and voted in avour of the Bill.

Limpopo Legislature

Ms Motara read out the Limpopo mandate and said that the province voted in favour of the Bill.

Mpumalanga Legislature

Mr L Essack (Mpumalanga, DA) said that the Mpumalanga Legislature voted in favour of the Bill.

Northern Cape Legislature

Mr C De Beer (Northern Cape, ANC) read the Northern Cape mandate and said that the province voted in favour of the Bill.

North West Legislature

Mr T Motlashuping (North West, ANC) read the North West mandate and said that the province voted in favour of the Bill.

Western Cape Legislature 

Mr O Terblanche (Western Cape, DA) read the Western Cape mandate and said that the province voted in favour of the Bill.

Eastern Cape Legislature

Mr L Gaehler (Eastern Cape, UDM) said that the Province had not yet sat to deliberate on the Bill and he had therefore not received a mandate from the province.

Mr Essack pointed out that the Democratic Alliance has submitted a letter to Ms T Modise (Chairperson of the National Council of Provinces) and asked if the Chairperson was aware of such a letter.

The Chairperson responded that he had not been made aware of the letter. The Chairperson then proposed for the adoption of the mandates.

Mr De Beer seconded the adoption of the mandates report.

Mr Motlashuping moved for the adoption of the report

Ms Motara seconded the adoption of the report
