Committee Programme
The Chairperson welcomed Members and emphasised that the Committee should sort out all internal matters urgently. The Committee would be meeting with the Department soon and Members would need to have the Auditor’s General Report.

The Committee would also be meeting with a German delegate who had experience on Telecommunications and Postal Services. The meeting would highlight the issues and open up about where we are in terms of rollout, oversight, and exchange ideas.

Adoption of Minutes

20 October 2015
Minutes of Committee meeting held on 20 October 2015 were adopted unamended.

31 October 2015
The Committee went through the minutes page by page and made adjustments to grammatical and formatting errors.

Members noticed that a member of the delegation was not present, but appeared present on the Minutes. Members also noted a discrepancy in number of Post Offices closed as 19, but later clarified by the Members that the number was fifteen.

Committee minutes dated 31 October 2016 were adopted with amendments.

Committee minutes dated 27 January 2016 were adopted without amendment.

16 February 2016
Minutes dated 16 February 2016 were adopted with minor amendments.

23 February 2016
Minutes dated 23 February 2016 were adopted with minor amendments.

Draft Report of the Portfolio Committee on Telecommunications and Postal Services on Over The Top (OTT) dated 08 March 2016
Members went through the comprehensive draft report page by page and noted inconsistence, formatting and grammatical errors.

A couple of sentences were rephrased after the Committee requested clarity on them. Members requested that the names of the speakers should be used rather than the organisation they represented.
