SUMMARY
The Committee considered and accepted two proposed amendments to the Disestablishment of South African Housing Trust Limited Bill. The study tour to Indonesia and the Western Cape was discussed.

MINUTES
The Chair commenced the meeting by asking Mr Jolobe, Chief of Staff in the Office of the Minister of Housing, to put forward the proposed amendments to the Disestablishment of South African Housing Trust Limited Bill [B3B-2002] (the Bill).

Clause 1
1. On pages 2 , in line 7 , to omit " July" and to substitute " September"

Mr Jolobe explained that the reason behind this amendment was that this Bill had gone through several processes before being submitted to Parliament, hence there had been a delay. One of these processes was the Bill having to go before the Registrar of Companies. Therefore, the date has had to be pushed back.

Mr G Schneemann (ANC) asked whether the amendments had any financial implications.

Mr Jolobe answered that there were none.

The Chair noted that this amendment was agreed to by all present, and no objections were raised.

Mr W Skhosana (ANC) moved this amendment and Mr D Mkono (UDM) seconded it .

The second amendment was then put forward by Mr Jolobe:

Clause 4
1. On page 3, in line 23 , to omit Appropriation " Act , 2000 ( Act No 2 of 2002)"
and to substitute " relevant Appropriate Act"

Mr Jolobe explained that under the Public Finance Management Act (PFMA) Regulations, it was not necessary to name the precise or actual Act.

The Chair questioned the financial implications of the said amendment.

Mr Jolobe assured Members that there were none.

The Chair noted that there were no objections to the amendment and it was agreed to by all.

This amendment was moved by Mr Schneeman and seconded by Mr D Mabena (ANC).

Study Tour
The Chair then addressed the issue of the trip to Indonesia to visit the Indonesian Parliament. If the passport and visa arrangements were in order, she and several members hope to leave on 7 July and return by 19 July.

Another visit to the housing sites in the Western Cape Province was also scheduled for 30 July to 2 August. The Chair insisted that all Committee Members take part in that trip.
