Meeting report

Introduction
The Chairperson stated that the purpose of the meeting was to ratify the Further Education and Training Colleges Amendment (FETCA) Bill Clause-by-Clause as per the Rules of the National Assembly.

Deliberations
He asked Members to go through the Bill Clause-by-Clause to ensure that the amendments reflected what the Committee had agreed to, before adopting the Bill.

The Chairperson asked whether Members agreed to the provision of Clause 1.

Dr A Lotriet (DA) stated that she was abstaining from the adoption process.

The Members agreed by a majority to Clause 1 and adopted it.

The Chairperson then led the Members Clause-by-Clause and the Committee, with the DA Member abstaining, adopted all the 26 Clauses of the Bill as amended by the Committee.

The Committee, with the DA Member abstaining, also adopted the amended Preamble to the Bill, the Schedule and the Memorandum on the Objects of the Bill.

Mr S Mayatula (ANC) asked whether the Committee was not going to adopt the Long Title of the Bill.

The Chairperson asked for advice from the legal experts.

Adv Gary Rhoda, Parliamentary Legal Adviser, stated that the Long Title was a summary of the provisions of the Bill and that nothing prevented the Committee from adopting it since it would be included in the new Act.

The Members, with the DA Member abstaining, agreed to and adopted the Long Title.

The Committee, therefore, adopted the Long Title of the Bill.

Adoption
The Committee therefore reported that it had adopted the Bill as amended, [with an abstention from the DA]
