Meeting Summary
Committee briefly debated on whether to adopt its five year programme. Certain Members argued that the adoption should be postponed as they needed time to study the programme. Others disagreed with this position and believed that a deferment was unnecessary. A compromise was agreed upon whereby Members were given 24 hours to study the document and forward their suggestions and amendments to the Committee Secretary.

Consideration 5 year Committee Programme
The Chairperson invited Members to come up with proposals amendments and additions to the draft 5 year Committee Programme.
Ms W Newhoudt-Drenchen (ANC) sought an explanation on why the 2009 programme was not included in the 5 year programme.
Ms Albertina Kakaza, Committee Secretary, replied that the 2009 programme had already been compiled and would be linked to 5 year programme.
Mr I Olliss (DA) noted that he was part of the group who had compiled the draft programme. However, he felt that he needed time to study the document further and requested that Members be allowed to forward their comments to the Committee Secretary at a later stage.
The Chairperson suggested that the Committee should go through the draft programme page by page. Members could then see whether their comments from the previous meeting were included or not.
Mr W Madisha (COPE) suggested that Members should be given a chance to study the document and consult with their political parties and meet again to consider the programme.
The Chairperson reminded Members that time was of utmost importance and that the Committee had a lot of work to do. Members should have studied the document beforehand or do it now in the meeting.
Ms F Khumalo (ANC) endorsed Mr Ollis’ suggestion that Members be afforded the opportunity to study the document and then submit their recommendations later to the Committee Secretary.
Mr A Louw (DA) asked for a timeframe that would guide Members on when to send their amendments and suggestions.
The Committee unanimously agreed that all suggestions must be forwarded by Friday 21 August 2009.
